PAIA manual
Prepared in terms of section 51 of the Promotion of Access to Information Act, 2000 (PAIA), read with the Protection of Personal Information Act, 2013 (POPIA). Version 1, September 2026.
1. Purpose
This manual explains how a person may request access to records held by NInsights (the private body), the categories of records we hold, and how personal information is processed. It is available on this website and on request from the Information Officer.

3. The Information Regulator's guide
The Information Regulator has published a guide on how to use PAIA (section 10). It is available from the Regulator at inforegulator.org.za, JD House, 27 Stiemens Street, Braamfontein, Johannesburg, or by email to [email protected].
4. Records available without a request
- Content published on this website, including the privacy notice and this manual.
- Marketing and service descriptions provided to prospective clients.
5. Records held in terms of other legislation
Records kept under the Companies Act 71 of 2008, the Income Tax Act 58 of 1962, the Value-Added Tax Act 89 of 1991, the Basic Conditions of Employment Act 75 of 1997, the Electronic Communications and Transactions Act 25 of 2002 and POPIA.
6. Categories of records held
- Company records: founding documents, statutory registers, resolutions.
- Financial records: accounts, banking, tax and invoicing records.
- Client records: proposals, contracts, engagement deliverables and correspondence.
- Supplier records: agreements and invoices.
- Personnel records: where staff or contractors are engaged.
- Information technology: systems documentation, access and security records.
7. Processing of personal information (POPIA s51(1)(c))
Purpose: responding to enquiries, delivering consulting engagements, administering contracts and complying with the law. Categories of data subjects: prospective and existing clients and their staff, suppliers, staff and contractors. Recipients: service providers under contract, regulators where required. Cross-border flows: only to providers bound to a substantially similar standard of protection. Security: access control, encryption in transit, secure storage and confidentiality obligations. 8. How to request a record
- Complete Form 2 (Request for Access to Record) prescribed by the Regulator, available at inforegulator.org.za.
- Send it to the Information Officer by email, with proof of identity and, where you act for someone else, proof of authority.
- State the record you require, the form of access you prefer, and the right you seek to protect or exercise and why the record is needed for it.
- The request fee and access fees prescribed in the Regulations apply. We will respond within 30 days, extendable once by up to 30 days where the Act permits.
9. Grounds for refusal
Access may be refused on the grounds in Chapter 4 of Part 3 of PAIA, including the protection of the privacy of a third party, commercial information of a third party or of NInsights, confidential information, and legally privileged records.
10. Remedies
A requester may lodge a complaint with the Information Regulator or apply to a court if a request is refused or not answered.
